Tropico 4

Mission 4 in the campaign is perfect for this. Mission 4 forces you to rely on imports. So keep your treasury in the plus at all times and raise the amount of imports under each dock. Just don't build ANY farms in this mission. Let your markets handle the imported food. This should pop before the end of the mission as long as you don't build farms and keep your treasury over 10k throughout the mission. Really, it's not to hard.

If it doen't pop by end of the mission, then keep playing. It shouldn't take long if you have a proper industry (canneries, distilleries, factories and no farms to support them).

This can be done in the first mission even after you've completed it. I recommend you get your rum and cigar industry/factories up and running as they provide enough income to accomplish your goals.

Make sure you have a good amount of exports going on here. You probably want around 100k+ of exports for every ship that comes in to harbor. Then make sure you have at least one industry that isn't receiving raw materials from a farm or mine. Set your imports to unlimited and just wait until it the achievement pops.
