This one is fairly simple to get. Once you've got your island up and running, you should build an Armory and staff it with Generals. For each General working for you, you can build one Guard Station. Each guard station can have up to three soldiers in it.
Generals from an Army Base also count. Remember that you also get 4 soldiers from your Palace!
You should get this when you've built an Army Base, an Armory and 4 Guard Stations (assuming they are fully staffed).

Build 4 Armouries, 4 Army Bases and a bunch of guard stations. To speed things up, build a high school and college switched to military education.
