Once you have built a Museum of Modern Art change it from its default setting to 'Promote Tropican Art', This will take a short while but will amass the $30k over a period of time,
I would suggest trying for this on a map where you have a large tourist population as tourists will buy art work I found for about $6000+ compared to $500+ for tropicans,
Consider building it early on in the campaign but as with all achievements like this one once you have completed you main task/time frame, then you can continue playing until it pops for you.

Great guide, I know this is old but I wanted to add that you can build multiple museums if you have the money and it will increase the amount of paintings sold, so you won't have to wait as long.

Build a museum of modern art and switch it to 'Promote Tropican Art'. It will sell art ever so often, the achievement will unlock in time.
