For this you need to build a Nuclear power plant (under Infrastructure) and a Nuclear program (under Government). Together you need 100k (60 for the program, 40 for the plant) to get this done. This is easy to do on mission one if you want it out of the way fast. All you have to do is build up an economy (so you can keep the 100k w/o going under 90k if you want to stay above -10k) by building farms/ranches/wharfs and factories. At about 1964 you will be made to do an election, which Nicks Richards will give you 100k to help you out. Put the money in use for St. Clara and use it to easily buy both things required for the achievement. Done.

Simply build a Nuclear Power Plant and a Nuclear Program building. They do not have to be staffed to get this achievement. Keep in mind that building them is pretty expensive!
