The Babel Tower is unlocked in year 1996, you must play until then before you can build it under Welfare & Economy structures.
Then hire 50 uneducated foreign employees to quickly fill the building and unlock the achievement.
Note: The Babel Tower costs $120,000, upkeep $120/month, requires 50MW of electricity.

How do you change the starting year in Sandbox mode? I can only seem to find the option to change the game length.

You seem to be right, i don't remember it being like that before. I think they must have changed it with this DLC/update. You used to be able to start a sandbox game in 1990 if i'm not mistaken....no longer it seems

Hello,
this is my first Achievement guide an i am not so good in English :D
So I unlocked this achievement in Modern Times Campagne Mission 9. The last objective of this mission is to build an Babel Tower. After this is done you win the mission. So continue playing the mission an than build the "Ziggurat" "Large building that can have 50 families at ones.
After that use the edict of "Chinese Development help" so whit the next Boat there will be 100 Workers.
So your Babel Tower is full and the Ziggurat also ->60GS :D
