How to unlock the On Top of the World achievement in Tropico 4 - Definitive Guide

you get this achievement by finishing the final ( 20th ) mission of the main story line


i personally did this mission via building a rum industry,( make sure your background option is the one that increases the price of rum by 100%)
i started by building a immigration office and setting it to skilled only, i then built 3 sugar farms, and then the factory, i used my nuclear testing edict ( for 10,000 $ ) so i could build the factory ( try to leave a delay of about 6 months between building the sugar farms and the factory ) remember to use the humanitarian aid, because using my strategy your people will be very miserable near the beginning, when you get out of debt and are earning about 15,000, from here on you should keep gradually increasing the size of your industry ( i only used oil + rum, weapons would probably be useful )
comment if you need any help

- when you have to raise everyones wage to 20, increase the price of rent
- later on in the game you have to build a golden statue, nuclear programme, and a jesus statue, so keep that in mind ( don't fast build too much )
-have atleast 3 docks
-seperate work and housing, and keep the work closer to the docks ( this makes sure that the roads near the docks arn't conjested
-remember to use the USSR development aid to halve the prices of apartment blocks, in every mission( except 1 ), i housed atleast 75% of my people in these

I like your approach /strategy but I think you should start off with what unlocks the achievement in the first place. I.e. beating the last mission of the game.

When I finished mission 18 the game took me back to level 1. Is this anything you have heard of?

I have had this happen as well. At level 16. Turns out I selected 'Cloud Storage' at the beginning of the game instead of Hard Drive. A costly mistake :(

did this today, very easy, just dont accept the standard wage increase to 20 until the late 90's to 00's after you have built all your industries, 3 docks, 2 Hospitals, 2 Cathedrals and the Golden statue, Jesus statue & Nuclear program.

I set the Nuclear Program to not build so the negative balance in my budget would not go against me, also Wind turbines, Rum distillery and sugar plantations are your best friends.

I thought I would've needed a lot of money after increasing the wages to all $20+ so I waited till 2018. Then going through the challenges I get to "build a statue of Christ the Savior, a golden statue of myself and a Nuclear Program all before 2012". I didn't lose instantly and the game let me build all 3 of the requirements then I got "You Lost!" at the top but still popped the achievement. Incase this helps anyone.

This is unlocked for finishing the 20th and final mission. This mission is pretty long and will kind of be like a final exam. You will have to complete objectives in all different areas in order to beat this. There are a few important things to know.

-This is a resource heavy island, quickly build mines at the start to help with the economy

-As with all the other missions you have unlimited time (to a certain point) but be warned that if you get in the 2010s your mines will rapidly start becoming empty. I built up tourism and industry but found myself really struggling with my money because I purposely let the game run on long in order to try to mop up a few achievements. It wasn't a bad move but it ended up biting me in the ass a little.

-The final two objectives can really screw you over. You have to have free housing, social security, and food for the people active for 3 years. This may not seem bad but unless you've saved up a LOT of money you will start to notice your bank dropping lower. Also if you've waited (like I did) you'll notice that during that 3 years in addition to just struggling a bit from the edicts that's when mines will stop being productive. It kind of hit me double time (not wise).
Right after this you will then have until the end of that year (so only a few months) to build a nuclear program, christ the savior landmark, and golden statue. (roughly 144k worth of stuff and a decent amount of time)

I HIGHLY recommend just building those three before even trying to do the three years with the edicts. You can only have one per island so just save up doing objectives as normal, build those three when you can (spacing them out since they are all 40,000+). That way when you do the 3 years with the edicts it won't matter what happens during that time. You will just be able to win.

Many people have been able to do them in order but if you start to struggle this method will make things much more relaxing.

I was just going to add that in any mission you encounter trouble with needing to build something expensive in X amount of time, you can have the item built already and it will count most times. (random "build 3 farms", etc. dont seem to work this way) . I'd say with the knowledge of needing those 3 biggies in mission 20, just build them when you have the cash, before it's an objective.

The final task for this mission is building the golden statue, nuclear program, and a jesus statue. You are instructed to complete them by 2012. If you do not, the game is over. There is a way around the time restraint.

For some reason, the final mission tells you that you have to build the statues and nuke by 2012. But when I played, I didn't trigger the final mission till 2015. This play through was a fail as soon as I accepted the mission because I didn't build anything. I loaded up my last save and started building the stuff.

The second to the last mission is to issue the edicts for 3 consecutive years. You can even stretch those years by cancelling one of the edicts to start a new 3 year cycle. Great for banking money, and you can keep playing on past 2012.

If you do end up playing past 2012 and have built the nuke and statues before you start the final mission, than you will win as soon as the last mission starts. If you do not have them all constructed, than it is game over. I ended my winning game in the year of 2018.

Great tip, worked like a charm. You can also leave one of the required Edicts unissued to not even start the countdown. When you do finally have the three Edicts issued for three consecutive years with the required nuke and statues while past 2012, the game will say that the time limit has expired before quickly saying Objective Complete and winning the mission.
