How to unlock the Paradise Island achievement in Tropico 4 - Definitive Guide
If you do not pick this up during your campaign like myself then I suggest this:
Either replay the campaign mission where you have to bring the Olympics to Tropico which will give you somewhat a tourism boost and continue playing after you have won should you still need to,
or,
(What I did was create a medium sized random island in a sandbox game type with all sliders set to the easiest setting, build a couple of gold mines and once you have a small population build a couple of cigar factories and a weapons factory to help the money come in. Your going to need lots of power so nuclear is clearly the best option. Build a high school and a college as shipping in foreign educated workers gets expensive fast, However once you have enough educated workers for what you need close the schools and colleges down to only one worker so the fractions are not on your back all the time,
To put it simply you want to keep your people uneducated to fill the job spots in your hotels, and you only really want to build key buildings as the vast majority of your island is going to be based on tourism.)
Hotels don't really bring in the big money, but you need them to obviously house your visitors, have at least 2-3 tourist docks and as soon as you can afford to start building luxury apartments your going to want a fully upgraded airport.
I found that the real big money came from selling tourists Art work from your Museum of Modern Art, I had 2 of these, a Luxury liner also brought in good money. I only had about 15 normal hotels, 10 luxury hotels and a skyscraper but had every single entertainment, attraction and luxury attraction that was available, that with a couple of shopping malls and my museums of art I bagged $1 within just over 40 years of game time.
Another way to extort tourists is by building banks and changing the default setting to 'Offshore Banking', this will help you along the way, as would a customs office with the option set to tax tourists on arrival. Also in the edicts menu use every possible edict to increase tourism you have to hand, The Pan Tropican games one is particularly good for bringing in tourists, however you will of course need a stadium to issue.
Perseverance is the key with this one but once you have a established a nice tourism island it is only a matter of time before you net the accumulated $1m profit needed.

Have about 3 docks and an airport to bring the people in and about 6 luxury hotels backed up by a skyscraper.
Then build one of every entertainment building and tourist attraction. Also set the customs office and banks to their tourist setting in brings in some brilliant extra cash.
Build everything you can that tourists will flock too and then just watch the money roll in. Remember to use the tourist edicts as well they cost money but they bring it back in ten fold.

Build a tourist dock, lots and lots of hotels and attractions. Use tourism edicts to promote your island. It'll take a lot of time to amass one million, the best mission for this is No. 12 'The Olympic Heist', as you barely have anything else to rely on but tourism, sugar and logging.
