Tropico 4

The easiest way to get this early on is to load up the third tutorial mission and scan the map for the gold spots. These are the old forts that can be turned into the required buildings. Once you've found them press A whilst hovering the cursor over them to bring up the menu and then use the D-Pad to move down to the Dungeon and Colonial Museum options and choose one. Then find the next fort and chose the opposite one.

This way you don't have to deal with any repurcussions of spending too much etc as the mission is nearly over as soon as it begins. You may need/want to wait in this mission until you've earnt a fair amount of money just make sure you don't finish all of the missions.

This is by far the fastest way I've found to do this - you don't need to wait for the buildings to be built or extend roads out to them for your workers to reach it, they're built the moment the menu closes!

I did this on level 12 when you are trying to host the olympics I waited until later in the game to buy them though since I wanted to work them into my own economy.

This isn't the earliest level to do it but its still an easy way to get the achievement if your further into the game.
