To get this you must build a ministry on your island and fill it with advisors.

This can first be bought on the first campaign mission. At some point, an advisor will tell you to build one.

Hit Y to open the build menu, then choose Ministry. Choose a plot, and get building.

Now, once it's built you need to fill all positions. That means you need 5 ministers. The solider one is always easy to fill, but the other four require educations.

To do this "properly" - build grade schools, high schools, colleges. When students graduate they may be viable for the position, so check often. Ideally, you'll have the education system in place before the ministry.

To do it the fast way - Click the ministry, then click an empty advisor spot. Choose to hire a foreign expert. Repeat this for every empty slot. When the next container ship arrives, the experts will fill the spots and your achievement will pop.
