Just as it says, you have to build, in close proximity:
* Roller Coaster
* Ferris Wheel
* Aqua Park
In order to build them all, you'll also need:
* any source of tourists (e.g., a Tourist Dock)
* any hotel
* any source of electricity

This is easiest in the 3rd or 4th scenario for the campaign (where you have to base your income from tourism).
Tip for that board... build an Oil Tanker as soon as you start the game (buy the blueprint then the tanker) and it'll give you an excessive amount of income very quickly. Then build the source of electricity far away and add electricity substations closer to the "tourist" part of your island so that the pollution doesn't effect it.
