How to unlock the War on Crime achievement in Tropico 4 - Definitive Guide
First, build 2 prisons - each holds 8 prisoners. Next, go into your Almanac (RT+Y), press LB to go to Lists, D-pad down to "Residents - Job", D-pad over to the right page, look for "Criminals". On each criminal, press A, D-pad down to "Arrest" and press A. Each arrest will cost $1000.
You need to have 10 criminals and fully-staffed prisons, of course.

I got this without prompting arrests (in mission 12, I think, the Olympic one), the police just did it for me. A good way to encourage crime is to build the rum, cigar, and weapons facilities and then place police stations around them. OBVIOUSLY, you need prisons (any amount, I had one at full staff).

Mission 8 already requires you to arrest 5 people, so if you are going through the campaign, just do this achievement then. No need to spend resources to do it any other time. Arrest the required 5 and then either free up room in your prison (send them to Florida via the edict, etc.) or just wait until they are released or dead and arrest the remainder. Very easy.

Easiest to do in Mission 16: 'Operation Endgame'. Brunhilde will 'offer' to send 10 criminals onto your island after you've exported 1000 goods, right after the start of the mission. Decline for now and finish the next task to get 10 policemen. Build 2 prisons. Later, she will drop the 10 criminals on the beach of the island. In the almanac under Lists -> Residents - Job you will find the criminals. Simply press A on one and select to arrest him. Note that it'll take time for the police to catch them.
