First person I hired didn't work. So I fired him, hired another guy and it popped immediately. Thanks!

Just as an FYI, the icon of the person you need to appoint to get the achievement needs to NOT share the same as the soldier icon - it will be of a guy with a black hat, moustache and green jumper.

If you wait till too late in a game this might not work. I fired them and closed the positions. Then hired and fired about 10 diff people and it didnt pop. Thumbs up though. I will try again early in a game.

This was very simple on campaign mission number 9 due to the small amount of buildings when you start the mission. All I had to do was build a ministry first thing and then go to the buildings that were around and fire everyone and block them from being able to work. Hire anyone in your ministry and you get the achievement.

It is that simple.

When on your island waiting for some money to come in or whatever you are doing with yourself do this simple thing,

Fire all the people that work in your school / college (any type of education building) Fire the education minister if you have one, then with all the slots blocked from the school / college etc etc you will have all these workers without a job, quickly click on your ministry and hire one of them as they will have a unemployed status.

Achievement unlocked.

Its a good idea to open the slots back in your education buildings once you have done thought,

(This would work the same for a defense minister, They are typically soldiers or generals.)

do this as early as possible into a mission as possible to avoid people quickly taking the spots of a educated worker taking the positions

not really.just slow it down to one play to stop people filling the slots.try early into a mission, otherwise a massive population might fill the slits quickly, you can tell a unemployed person because they look like a tramp, employ the tramp! ;-)

Is there something I am missing? I've tried this twice now and nothing. I know you can't be paused the whole time because status changes seem to happen in real time. It seems trickier than this.

Yup. It definitely helps to try this early in a mission. My first two attempts were at the end of the mission. Also, I fired the education minister and then looked to see which teacher I could appoint before I fired that teacher. Fired the teacher then paused to check the unemployment list and sure enough, my soon to be appointed minister was unemployed! Appointed her while paused and it popped. Good tip!

Best way to do it is to :
1) Build a ministry right away (quick build it)
2) Go to your palace and fire all the soldiers
3) Go to ministry and select minister for defence

You will see that you have suitable people for the position but dont select any soldiers if any is shown. Select the unemployed (beard looking person)

Good luck :)

Start a mission, build a ministry right away. Lock all job slots on all buildings, check the ministry for an applicable minister of defense, fire that person from the palace and lock those job slots too. After the person shows up as 'unemployed' under Almanac -> List -> Residents - Education -> High School, nominate him/her as minister of defense.

It's very easy to do:
1. Launch the mission (any).
2. We are building a ministry (quick construction).
3. In all buildings where there are workers, remove workplaces (X).
4. We remove the military from the palace (X) and wait a couple of seconds at high speed.
5. We go to the ministry and choose anyone from the list for a military position.

Voila 30G!
