A leader of a faction is considered a special citizen and special citizens have little tags above their head on your map. You can select these people by hovering over them and pressing 
. There are always a few rebels on your island but it isn’t always known who their rebel leader is and even if he is, he might not be easy to find on your map. It's easier to go the almanac by holding 
and pressing and go to the politics tab. Now look under rebels and see if the leader is between them. If he/she isn't, you can improve your chances of finding the rebel leader by instating more police or use the "Census" edict.
