Start a Sandbox game in the modern era with a generated island on a tiny map, choose unlimited money and set disasters to "relentless". Now set the victory requirement to construction and choose the nuclear plant. Start the game, find an Uranium deposit and quick build a mine and nuclear plant, wait for the Uranium to power the Nuclear plant and you'll have won the game in less than 2 minutes and earned the To Live In Interesting Times trophy as a bonus.

In order to do this you need to generate a new map on a Tiny island. You can select the rest of the resourses freely (like unlimited money and such). Select thre wining criteria and go for it! The easy way is to win by construction on modern era with unlimited money. Just quick build whatever you need.

It needs to be a generated map set to island size "tiny". To make it easier, set resources to abundant, difficulty to very low, victory by points to 3. You can also enable relentless disasters for the "To Live In Interesting Times" achievement.
