This is one of the trickier trophies in this DLC. You will have to build a spy academy and train 13 spies to obtain this trophy. The spy academy can only train 13 spies and you can only build one of those buildings but not necessarily every trained spy is loyal. Luckily there's a workaround to this. If you put a 'Tycoon' manager in charge of your academy you will be able to train 2 more spies and thus bring the total to 15. You can also adjust the constitution and pick the 'Free Market' to gain an additional 2 slots for your spy academy for a total of 17. These 2 measures will greatly increase your chances at having 13 loyal spies at the same time.
