A leader of a Faction is considered a special citizen and special citizens have little tags above their head on your map. You can select these people by hovering over them and pressing 
. Finding them through the almanac is even easier though, just hold 
and press and go to the politics tab. Now look under Factions and select a Faction leader then give the order to bribe him by pressing 
.

) and select the politics tab. Here, under factions, select any, and browse for the faction leader, then select to bribe.
