How to unlock the Let Them Eat Cake achievement in Tropico 5 - Definitive Guide

You most likely will earn this trophy during your campaign, but if you didn't or you just want to get it out of he way quickly then start up a sandbox game with unlimited money in the modern era. Don't build anything, just place one aircraft carrier with upgraded attacks. Now do things that make people unhappy, like demolishing their shacks and using the "Martial Law" edict (found in the edicts menu by holding cn_R2 and pressing cn_O) and eventually rebels will attack your palace. The aircraft carrier should be sufficient to kill the rebels and the trophy will pop right away.
Credits for the aircraft carrier method go to SevenAM from Playstationtrophies.org

You most likely will earn this trophy during your campaign but if you didn't, then see the History Will Absolve Me trophy and use the exact same tactics for this one to pop.

You will probaly get this even without trying. An Uprising happens when people are unhappy. To force this demolish buildings, lower payments/budgets, martial law, etc. Penultimo will warn you about a crisis; simply prepare your army and wait for it. If you did not have it, on the last mission "Hope" people are getting unhappy quickly.

You can easily get this in the last mission "Hope". People are getting unhappy quickly. If not, try everything to make normal people unhappy. Demolish buildings, lower payments/budgets, martial law etc.

In the sandbox there is unlimited money, there is no victory. Build two rows of towers around the residence. Every time the assistant asks about voting, then choose: “No, people elect me anyway.” And after three refusals, an uprising will break out.
