Select multiplayer from the main menu and search for an online game to join or set one up yourself but make sure this is a game that gets to be decided by points. Points are being earned through completing missions. These missions will be shown in the bottom right corner of your screen and are usually quite easy. If there is one you can't complete within the given time frame, you don't have to worry because when the time expires you will get a new mission. The lowest possible number you can set this game mode to is 3 so you will have to complete 3 missions to obtain this trophy. You can take advantage of the fact that even if your competitor abandons/loses the game, you can still go on and continue to win the game and obtain this trophy. Don't have your opponent quit to the main menu though, just let them leave their game idle and don't worry when they don't win the elections. Your game will continue as if nothing ever happened and you can still meet the requirements to win.
