Start a Sandbox game in the colonial era with unlimited money and no disasters. Build a lot of libraries and/or observatories and make sure there are enough workers for them by hovering over the buildings, selecting them with and then hire workers for them. It doesn't seem to be possible to unlock this achievement during the campaign. Start a sandbox game on any island, set difficulties to very low, enable unlimited money and start with the colonial era. Build a few things so people don't complain and add lots of libraries, import workers for the libraries, then research all technologies. Get your happiness to 51+ and go to the world war era. In the world war era, keep researching all technologies, then do the treaties quest to advance to the cold war era before 1960. Then keep going for the next achievement below.
