This trophy will be obtained after completing the fifth and final campaign mission of the Waterborne DLC. The mission can be completed in two different ways. If you follow the story you'll have to acquire votes from foreign powers by completing tasks for them. If you however only wish to play this missions once, you should refrain from completing any of these tasks and defeat "Captain Plant" instead.
