Start up a Sandbox game from the main menu and select unlimited money. As soon as the game starts make sure you demolish the few country houses on land that you automatically start the game with, then buy and Quick Build 10 floating apartments. The trophy will pop right afterwards.

Start a sandbox game on "Modern Era". Build you 10 Floating Aparments and do not forget to destroy the 4 Country Houses that you normally start with.
