When I first clicked on Multiplayer I was faced with a message reading "The connection with the game server has been lost. Please try again later." I clicked it a couple more times with no luck before...
...I found that this can be averted if you click
, scroll to Tropico and click 
. Scroll down to quit and restart the game. 
Now lets get into it!
Much like the achievement below (Great guide over there as well) this takes no more then a minute.
The It Prints Money! achievement in Tropico 5 - Penultimate Edition worth 114 pointsWin a multiplayer game by money
In the Multiplayer tab, click "Create Game". The only settings that matter are as follows:
Starting Era: Modern Times
Starting Money: Unlimited
Victory by Contruction
Now confirm the settings and from the next screen invite your partner + Start the game.
Once in the game you can immediately pull up the "Infrastructure" tab and in the bottom right select "Nuclear Power Plant". Place this sucker anywhere close to a road and choose to quick build it.
The game will congradulate you and prompt you to quit to the main menu. Shortly after this your achievement will pop.
