How to unlock the Back to the Past achievement in Tropico 5 - Penultimate Edition - Definitive Guide
This is story related and if you are playing through the campaign it cannot be missed.
You will receive 3 starting tasks to choose from which are as follows:-
Demand for more power - a Nuclear Power Station solves this
Uranium on the island causing interference - export 1,500 tons of this resource
Sabotage - quickly build guard towers (this is timed)
You will then have to amass a research target within the 20 year time frame given - the goal - you are required to develop the time machine research in order to win the Mission. That means the focus is on boosting your Research Point Production where you can.
Resource expiration can become a problem in this mission so favouring renewable resources can be the key to this. Renewables can be food from your available Ranches and Plantations - Cloth and Fashion Industry, also wood processed into lumber and a Furniture Factory if you have one for maximum returns. Switching your Power Plants over to "Natural Gas" will also reduce the burden on any coal reserves.
Ensure you keep the buildings fully staffed - increasing budget can cure this. If you are experiencing a staffing problem you may need extra High Schools to overcome this shortfall. On the subject of staffing adding managers with the "Inventor" profile to Science Buildings will also improve the research process.
The main objective however is to maximize your research returns. I had 6x Observatories running, fully upgraded as well as 2x Libraries. A few Science buildings with the "Extreme Testing" upgrade unlocked can really help too.
Also of help can be the Modern Era Edict called Stem-Cell Research. Hospitals and Clinics will generate Research Points also.
As you can see it is about maximizing your Research Point return whilst keeping a happiness level above 51%, maintaining a stable economy and keeping everything fully staffed. Again, don't forget the upgrades in all of your research buildings, and others such as the High School when an option is available to increase Research Point gain.
When the counter reaches the target of 100 your achievement will unlock and job done! Then it is time to move on to the far less daunting "Leon Must Die" mission.

Thanks for this solution, I failed this mission 3 times. But then I just took it slow and made sure I kept on top of issues like Food, Healthcare and even Religion (if I could afford to). It's important not to keep the speed on high for this mission.
Inviting the foreign powers into your embassy in this mission seemed to provide streams of money on occasions so be sure to do these when you can.
The EU requests tend to be the most profitable (they could offer you $100,000 if you're lucky).
Also keep an eye on your mines, I had a problem towards the end where my uranium was not being exported because the teamsters were overwhelmed. It doesn't hurt to always build more Teamsters offices where possible to keep the exports moving at the maximum rate possible, even building another port could help with this.
