While the ability to have tourists come to your island begins in the Cold War Era, you will not be able to go for this achievement until you reach the Modern Era. As the description states, you need to have each of the five types of tourists on your island at the same time. To do so, you will need to have one of each type of hotel on your island. The preferred accommodations for each of the tourist types are as follows:

Family Resort, Cruise Ship (Family Tourist)
Hacienda, Historic Inn (Culture Tourist)
Cabin, Country Hotel (Eco Tourist)
Cabana Village, Economy Hotel (Slob Tourist)
Beach Villa, Spa Hotel (Wealthy Tourist)**

**It is these accommodations that prevent you from earning this before the Modern Era as you will need to research 'Hot Water' before these are unlocked. Also note that these accommodation types are the only ones that also require electricity to operate.

To ensure that your island is considered 'tourist friendly' for all types, be sure to build a Stadium and upgrade it so that it is preferred for all types. This will guarantee that all tourists will want to visit the island.
