This is unlocked by progressing through the main campaign. I believe this is the 5th mission.
The mission itself involves exporting 20,000 Uranium.
Make sure that you place fully upgraded automated mines on ALL Uranium deposits. Have multiple embassies and a light to increase trade routes. Multiple teamster buildings as well as a drydock and at least 5 docks can really help. Click on your uranium mines at regular periods and make sure they are fully staffed. If your workers go on strike make sure you buy them off or the mines will stop producing until you pay them off or fulfuill an objective.
Also Magnate managers and max out the budget of the mines to make sure workers are happy and productivity is high. Rather than trying to build everything available focus on the objective and keeping your people happy.
