Simply last 8 years and 4 months as governor without declaring independence, running out of mandate, or otherwise losing.
There's plenty of opportunities to extend your mandate, just keep an eye out for challenges appearing above your palace and accept mandate extensions as your reward for completing them.
Going into the journal page for your budget is a good way of tracking how far along you are. The numbers along the bottom of the graph represent each year of your mandate. The achievement should pop once you're 1/3rd of the way into your 9th year.

Fulfilled this criteria a number of times (on 2 different consoles) but no pop - despite in-game achievement list saying it’s completed. Any advice more than welcome!

Same happened to me, along with two other achievements. People think it may have to do with using fast forward, and just getting unlucky. Anyway, I can confirm deleting all of your save data removes the achievements you do not have from the in-game achievement list, and makes them attainable again. I recommend waiting until you have attempted all of the achievements in the game, delete your saves, and mopping up whatever did not unlock when it originally should have. Not ideal, but it is better than getting completely screwed.
