Easy way to get this achievement,

sandbox
Map: I used a tiny generated map
Starting era: modern times
Starting population : 100
Starting money: Unlimited
Economic difficulty: very low
political difficulty: very low
Disasters: none
victory by points/money/construction : none

Build 2 geothermal plants hire in max workers
Build 1 police station
(Lay down a crap load of road you will need it)
Pause game here and Quick build every building.
Build 35 Apartment's (make sure they are next to roads)
Build 5 cathedral's
Build 4 army base's
Build 6 factory's (I used electronics factory's)
Build 18 office's
Build the nuclear program
Build the space program
Build a crap load of large gardens(I built around 70)
Issue the secret police edict
Issue the big brother edict
Unpause the game and wait a few moments achievement unlocked.

Or this way taken from the Xbox 360 guide. Not my own, but I liked it better. No credit here.

Start a sandbox game on Isla de Tucan, Modern Times, Population 50, Money Unlimited, 2x Very low, 4x none.

Then follow these steps:
1. Quick build a single Power Plant and plenty of streets
2. Pause game time
3. Quick Build 20 Office Buildings -> Capitalists + Globalists = 100
4. Quick Build 3 Cathedrals -> Religious = 100
5. Quick Build 4 Barracks -> Militarists = 100
6. Quick Build 30 Apartments -> Communists = 100
7. Quick Build 6 Cigar Factories -> Industrialists = 95
8. Quick Build Space Program and Nuclear Program -> Nationalists 95
9. Quick Build lots and lots of large gardens -> Environmentalists 100
10. Unpause game time
11. After a short period, the achievement unlocks
