First, get a boosting partner.
Go to online, and go to create game. Set starting budget to 100K and victory by money to 200k.
Not sure if there is a way to make the game invite only, I did have a random join my game but I just backed out and made a new one. There's barely anyone plays this game online so it shouldn't be a big issue.
Once the game starts, hold
and hit 
- You should have an option to request money from the other player. Do this, they approve it, you get 10K, do it another 9 times and you have your achievement
