How to unlock the Presidente 007 achievement in Tropico 5 - Penultimate Edition - Definitive Guide
Before starting, note that Tropico 5 save files can essentially become corrupted (particularly Dynasty saves that you've had for a while), so try to start the DLC with as few extra saves as possible, and only try to save in between missions if you think you can get by with just Autosaves. If you encounter the problem (it will say "There was a problem saving the game"), you will need to clean your saves out (including your Dynasty), or try to do all of the missions without closing the game (which could take 6+ hours from scratch).
The Espionage Campaign is the "Maltese Toucan", consisting of 6 missions. You can lower the Political/Economic difficulty if you want. I played on "Low" for both of these, and Occassional Disasters.
-The first 3 missions you will play on one of the 2 islands of your choice, and will focus on finding hidden roles of civilians. Mission 2 in particular is annoying as you have to find and bribe 20 foreign spys, which takes a long time (and costs $200,000 total). Mission 3 is also kind of bad, as you must narrow down a huge list of suspects using far more Security Checkpoints than you would ever need. These lower Liberty significantly, so try and make sure your economy is in good shape before you go and spam them to lower your list of suspects. This mission is also the last on this island, so it's okay if you end in a not so great state.
-The second 3 missions will take place on the island you didn't choose at the start. You will want to be in a good spot at the end of Mission 4, because starting with Mission 5, and especially in Mission 6, you will have to deal with mechanics that keep you on a timer. In Mission 5, Penultimo will find many ways to hurt himself, and you will have to heal him with gems, which are somewhat hard to come by, and expensive. While you're navigating those problems, you will also have to be ready for Mission 6, as the 5 objectives for it will occur back to back, with a time limit for each (you can delay these with Swiss Bank Account money if you have a stockpile). Thankfully, knowing what these objectives are beforehand helps. Here they are:
1. Build 30 new buildings
2. Have 4 Radars
3. Have fully upgraded Drone Command
4. Export 25,000 food
5. You can pick one of 3 options; I did Use X-Rays which requires an increase of 2000 MW of power from when you accept the task
If you beat Mission 6, you should unlock this achievement. Overall this campaign is more annoying than hard, but if you've already grasped the mechanics of Tropico 5 in the base campaign and/or Waterborne, this shouldn't be too bad.
