Two parts. This DLC is super glitchy. It sounds like too often people are unable to save game progress after the first of six missions. This happened to me. It seems to be a corrupt dynasty file. After deleting my dynasty, my save and the dlc and game from my console over and over again I was finally able to play Waterborn uncorrupted. If you get a save error at the beginning of the second mission congratulations! You're glitched and just stop playing and start deleting.
Pt2:
Technically you could spend the 8-10 hours and finish the campaign without saves in one sitting. Saves are the only way I was able to survive Waterborn. It took soooooo many save reboots to win. Easily 20 hrs in game. There is no help online and the game really just leaves you lost. Establishing a functional economy is the only way to not be -200k in debt and paralyzed before an election takes you out. I used tricks like only allowing half staff in buildings and maxing budget on uneducated jobs. Build a huge upgraded military and an upgrated dungeon! Research points is critical too. Having 4 libraries in the first 2 missions will help incredibly. If you have a ton of money at a missions end reboot your last save and spend it all in time. Even to the -10k debt you're allowed. Good luck and F**k Kalypso for dropping the ball on Tropico 5.
