Go into Sandbox mode.
Set money to 'unlimited'. The rest of the settings don't matter.
Open up the build menu using
and scroll all the way along to the second-to-last option using 
. This will be the Waterborn buildings.
Build 3 fishing trawlers. You will have to build them on top of fish resources, and there will only be a few available to you.
