Tropico 5 - Penultimate Edition

This is very easy. Just start a Sandbox game, unlimited money, Modern Times. Keep every setting on low and no disasters. Make sure to build up your military. I would say about 4 Military Base, 10 Barracks, and 4 Forts, fully upgraded. Also an Aircraft Carrier. Make sure to hire all staff. As far as anything else on island it probably doesn't matter. Just the necessity so you don't lose an election or have to many rebel attacks.
Now it's time to lower the USA faction / relationship to 0. No matter what anyone else says this is the best strategy. Do not build a Embassy with the USA or do any trade deals that will better your relationship. Now go to the Edicts once all military bases are filled and built. A few towers comes in handy to centeralize USA invasion but probably doesn't matter. Activate the Legalize Substance edict. This will drop your faction by about 20. Once on turn it off. This will improve it by 10. Then just turn on again and it will reduce by 20. Keep doing this till it drops to 0. Be patient, it will take a while before you get notified that USA is about to attack. SAVE it the. Just in case they attack and you don't win. Since you have unlimited funds you can just make more military bases etc... Be patient, I think I waited 2 or 3 years before USA invaded. Once done ... ding. There's the achievement. Good Luck. Again this is the best way to reduce faction to 0. Just keep checking every few months to see if it has gone up while your waiting and just repeat strategy.
