Tropico 5 - Penultimate Edition

In the Multiplayer tab, click "Create Game" with the following settings:

Starting Era: Modern Times
Starting Money: Unlimited

You will need to an online opponent set to the opposing team. It helps to have no Victory conditions set so you have more time.

Upon starting the game you will want to tap to bring up your construction menu. Under the "Espionage" tab, build a "Spy Academy".

You will want provide both upgrades to the Spy Academy and make sure it has as many workers as possible, as you need to train Spy's to deploy against your opponent. You can select the Spy Academy and view under "Active Agents" to see how many you have.

Several months will pass before your Spy Academy trains its first Active Agent. After this, press + to bring up the Diplomacy Screen. Scroll to the bottom and select "Sabotage". Assign a spy to Sabotage your opponent. It helps to assign as many as you have, as assigning additional spy's is possible once you have trained more.

After several months your Spy will attempt to Sabotage your opponent. If they are successful (and the success rate is shown), the achievement will be yours after.

It took several attempts for my spy's to succeed but I was able to get it to pop after assigning 5 agents.
