This can easily be achieved on Sandbox Mode.
Set starting money to unlimited and starting era to Modern Times.
Then start game.
Once in game pause time and place 5 Army Bases anywhere near your starting area (they don't even need to be connected to roads) then quick build them. Unpause and the achievement should unlock straight away.
Should take less than 3 minutes.
