2. quick build a spy academy
3. fill up all slots with imported workers
4. Buy both building upgrades
5. Wait for full amount of loyal spy's
6. Save
7. Send half to one Superpower then the rest to the other
That should be it, but if they fail you could just keep adding spy's to the operation or reload the save and try again
