Can be completed in sandbox mode.
Create a random map with the following customizations:
Starting Money: unlimited
Open your construction tab and at about 5/6 o'clock you'll see a chalk board and television.
In that sub menu will be the Inspiring Statue at 9 o'clock.
Spend $1,250 on the blueprints, then drop 20 of them around the map ($5,000/ea)

To add to this, you have to be in the Cold War Era or later, you can't build it in the Colonial Era.

Also for those, like me, who didn't know...you can push X instead of A and build more than one at a time. Handy!
