Can be completed in sandbox mode.
Create a random map with the following customizations:

Starting Money: unlimited

Build the following:
- Spy Academy (Great Sphinx)
- Cyber Operations Center (The Great Pyramid at Giza)
Set the budgets to maximum

Wait until you have enough raid points (10,000). Start the heists.
Sometimes you will have requests to import/export, pay, or send certain items to the garrison or spy academy.
Simply import those items.


Once both wonders are brought to your island you'll need to open the construction menu and go to about 11 o'clock. You'll see the wonders unlocked. Simply place them on your island and the achievement will pop

Note: cannot be done on the same island as other wonders achievements as you are limited to one heist per raid building.
