Easiest way to do this is when you’re completing the missions.
Many of the missions require you to build one of the buildings for raiding (Pirate Cove, Commando Garrison, Spy Academy or Cyber Operations Centre).
Usually it’s easiest to build Pirate Cove if you’re starting earlier in time (I.e. Colonial times).
The quickest and easiest way is to select one of the raids to ‘Add to queue and set to repeat’, you can do this by pressing Y when choosing the raid.
I usually set treasure hunt raids or loot raids to repeat, as they can bring in blueprints, money and goods to your island, which is more helpful early in game.

A handy raid to repeat is the Commando Garrison's "Intimidate Neighbors." It lowers Caribbean nations' happiness, thereby making your people happier, and you can easily leave it on repeat without concerning yourself with it.
