Just finish the first campaign mission. Basically you need to do the task that are given to you. Main objective is to proclaim independence. For that you need good standing with the revolutionans and big enough percent (60) revolutionary citizens. Tasks help that. Also buildings have different working options. Build newspaper and set that to independent, that should convert more revolutionaries. Don't let your governor mandate end, that's game over.
