Five total hours of being on the game is all that is required for the achievement.
You do not have to do anything special. I got this playing on the tutorial and walking away for a couple of hours with the Xbox still on. Load up a mission and let the game sit idle (pausing is a good idea or when Penultimo comes on the screen) and the achievement is all yours.
Cue the voice from SpongeBob SquarePants saying 'Five hours later'.

Got this on Series X with quick resume. Wasn't even going for it.
Started up tutorial, played about half an hour of it. Turned off console, turned on console the next day, opened Tropico 6, it quick resumed and achievement unlocked.
