This achievement will only unlock if your Stellar gem is maxed out (level 25/25) and has one stat at 100%.
Currently I have a steller gem with a stat at 100% but not at level 25. So when I max it out I will find out if the order matters.
EDIT: when my Stellar gem reached level 25 the achievement unlocked, so you can upgrade it first before the gem reaches the max level.
