At the very beginning of Chapter 4 you will be in Han's Room at the Inn with Taft.
I exhausted all dialog options and once he begins to repeat himself I chose the option that says something like "I will work something out then" to exit the conversation and this achievement unlocked.
You will have to go back into the conversation a few times to explore all paths.
This is also where you will unlock the DULL TRUMPS achievement by talking to Taft about the card game x10 times.

Thanks for pointing out the option of ending the conversation. That made the achievement pop eventually.

I got Dull Trumps, but couldn't get this. So I left the room and came back in and got it from talking to him again.
