You can get this in your first “freelance” year where you only have contracts for 1 raceweekend.
You have to finish your year , the achievement will not unlock during the season even if you have enough points. You are allowed to skip sessions and races if you are sure you have enough points to win the championship.

Be warned: skipping races eventually gets you kicked from the team. I had enough points to win with 5 weekends left. I raced the first race of each weekend and retired the rest. I was kicked from the team at the end of the penultimate weekend.

Don't be disheartened at this point. You can still race the remaining weekends after losing your team. I retired through all remaining races. As long as you have the points to win the championship, you still get the achievement. You just don't get the points towards your 4000 needed for -

I Won the whole season and im at the end i cant cancel contract or move ahead in calender. What is going on?

I had exactly the same in one season. No events to select , no option to cancel contract. I deleted my savefile everywhere and started again.

I had this issue too, I figured it might have been because I skipped the last race of the season?

Good point. Maybe , just as a precaution don’t skip the last race of the season.
