Once you start a career, you will be asked to create your driver. Choose your name, nationality, etc. You will be required to pass all of the license tests before you are able to sign a contract. The tests aren't difficult, especially since you only need to pass with a bronze, no gold required. Once you have your license, sign whatever contract you fell like and the achievement will pop.

"The tests aren't difficult"? I can't even see the numbers on the temperature gauge for test 8. I'm not even going to be able to START this game.

Yeah had same issue with the license tests. Too complicated/hard/annoying to complete some of them.
If you just want to pop achievements though, do Quick Race. There is a separate achievement for winning a race on each track. Set to Very Easy and 1 Lap to get all those quick.
