Below the Belt is a card that does double damage to stunned opponents, which you will receive for killing the enemy group in the north section of the Undercity (two robots and a guard). There are numerous ways to stun an opponent, the easiest being specific cards that do so. See the "Overpowered" achievement for more info, as you will be using Below the Belt to unlock that.
