The sword can be found in the "East forest" which will be the second area of the game you visit.
After retrieving the stick, touching the big golden door and finding the golden key (to the left just before the large golden door) you will be able to open the small door in the wall close to the house you found the stick in.
This door leads you on a path and up some ladders to the east bell tower which leads to the east forest. After falling down a broken ladder head outside and down the stairs, here you will find a well and some bird-like enemies. Following the wooden signs along the path you will see a pathway on the side of the cliff - follow it and you'll enter the "Path to hero's grave" area.
Follow the linear path until you get to a guard with a sword, bait the guard into swinging his sword near the mini trees/shrubs blocking the staircase and his attacks will cut through them allowing you access. Follow the path hit the switch to open the gate, then follow that path to the sword. Pick it up and you will now be able to cut blades of grass and shrubs. Also, you will unlock the achievement.

really odd how all achievements in this game stopped unlocking for me after i got the stick never got this even though i have the sword

You will find the sword in the first hero's grave just passed the east forest save point.

After getting the stick, head up the stairs and save. Off to the left is a key on the ground. Grab it and take it back to the locked door on the right side of the stairs. Go through to make your way into the East Forest. Follow this linear area to the end to finally find the sword, allowing you to chop bushes to get past.
