I threw a firecracker the enemy that drops the old house key, taking out more than half his health and the achievement popped.

Just toss 10 of a single type of bomb, fire, explosive, or ice. It gives you that 1 of that bomb every time you rest at a checkpoint permanently (It will say +1 like the achievement and book picture shows). the achievement should pop soon after.

It gives you 1 bomb if you had zero when you died, and it seems to be using that free one that pops the achievement.

This popped for me in the dark green area where you need a lamp to navigate, the Dark Tomb. I’m still not entirely sure what the requirement is to make it pop, but my guess is you need to kill 3-4 enemies at once with a bomb. The section I was in contained a treasure chest surrounded by laser statue enemies. I threw a bomb at the center statue, which exploded and killed all 3 statues, which is when it popped for me. I suspect it doesn’t have to be that exact situation for it to work though. Feel free to comment and include other situations it worked for others.

It's honestly impossible to say what exactly unlocks this achievement, as reports are all over the place. Some people claim it's for throwing a set number of bombs, some claim it's for killing enemies with bombs, and some claim it's for running out of bombs so that a save point gives you an extra bomb and then you use that bomb to kill an enemy. All I can say is how I unlocked this achievement. I was mopping up Secret Treasures and fairies, and threw a firecracker bomb into a mob of enemies chasing me just to get them off me. It killed a bunch of them, and this achievement unlocked. I had around 25 firecrackers in inventory at the time, and had only thrown less than 10 total bombs during my entire playthrough. So at least for me, all that really seemed to matter was killing a bunch of enemies simultaneously with a single bomb. This can easily be done in a few areas of the overworld, where you can just group up masses of enemies and throw a bomb amongst them, such as near the overworld teleport pad.
