Turnip Boy Commits Tax Evasion

The newspaper is located in the bedroom you find inside the hatch you open after getting the shovel from the graveyard.
After going through the first tunnel, go through the kitchen and take the door to the north and after that take the door to the left after you light up the fire plant.
The newspaper is located on the bed, just interact with it and rip it up to get the achievement.

For this achievement, you will need to beat several bosses, until you require a shovel to get into the bunker.

- Go northwest of the starting area, to the potato guarding the graveyard. Go in.
- Go north, then west, then north, then east, then north again.
- You'll be in an area with the potato. Dig the grave next to him, revealing a golden shovel, and he'll give you his old rusty shovel.
- Go to the beginning area, and progress north east to the bunker.
- Once inside, move east to the next room.
- Move north to the next room.
- Move east to the next room. Inside is the newspaper to rip up.
