You need to complete all 39 of the tasks in the game for this. Many of them are linked to acquiring the photos and hats as well so timestamps for those are below. You'll find the start and finish to each task in the video.

Peach Cop Grind - Either the first boss by not attacking him and killing his summoned enemies or let your timer run down and kill enemies till you reach 5 stars then leave before the gas hits.

There's a bug right now where he's invisible so just look for the floating gun he's holding to find him. The laser is pretty good if you have it, try to keep your distance so you have time to dodge.

A good farm spot is the Yeehaw boss, since he just keeps spawning enemies after you kill them.

IPlayGamesUK, this guide includes all of the rocks, but you'd need to watch most of the video to learn the locations. They unfortunately aren't time-stamped.

PhotoSage, I used the final unlocked gun, whatever it's called. It shoots slow projectiles which split into multiple projectiles. I used it to fill the room so that I essentially couldn't miss.

I have 11 x photos, and the achievement for all photos. My last task is saying I owe Annie two more photos. Buggy? Or, any advice?

Twistd Mattr, Double check that Annie doesn't have a task icon over her. Each photo must be delivered one at a time, and then she'll have a bit more dialogue after the last photo. Just be sure to exhaust all dialogue with her. If that isn't the issue, I don't know what to suggest. Good luck.

For anyone who needs to grind the peach cops, go to the Fancy Foyer and wait for time to run out. A large amount of peach and bacon cops will spawn continuously. Just be careful, once it hits 5 stars gas will start coming in. You can turn on God mode if you just want to grind it out. Probably took me 10 minutes to get the 175 peach cops I had left to kill.

You get souls by using the scythe DJ Sizzle gave you or the blade shooter. If you don't have either weapon use the box on the left behind DJ Sizzle to get one.

For anyone who beat the game and are still missing high fashion and completionist make sure you’ve done the rat hat task, it’s in a side room in the sewer. It was my missing one both achievements popped when I finished it

I'm another example of "beat everything in the game and still don't have this". Got all the hats, all the tasks, all the rocks, all other achievements, but "Steal the Bank" is still showing as an active task for me. Glitched.

For those wondering about "Steal The Bank" you only need to complete it once. It should be the only task in your phone. I beat the game, then went back and finished killing peach cops. My achievement unlocked when I went back to the shroomists and turned in the quest even though the bank was still in my taask list.

On the "Progress" section in the phone, my Tasks Completed is 38. Is this what it should be to get the achievement, and am I glitched? Or am I missing something somewhere? Who's got the achievement that can define how many tasks there are? None of the walkthroughs or vids are specific or scroll through the list of tasks on the phone.

There's technically 39 total tasks but my tasks section reads 38 completed and I have the achievement. That's because the final task even though you completed it stays active since it reverts you to prior to completing it after you finish the game.

Doesn't look like "Steal the Bank" is even required for this at all because I've just gotten the completionist achievement and I haven't even put the jet boosters in the rooms yet. First time playthrough and I wanted to complete all other tasks before doing final boss. I can only guess either my game just isn't glitched or people are missing tasks.

Just went through the list of tasks posted in the OP guide (THANKS FOR THAT!), and I have literally everything checked but "Steal the Bank", and i've already performed that twice (getting sent back to the warehouse each time). I guess that's a confirmation that my game is glitched, and i'm not just missing something.

Huge thank you to tai chi lord for the tip about the rat hat quest. I counted my hats 3 times to see which one I was missing. Came up with 42 every time. Didn't realize I was counting the "none" hat. When I did the rat hat quest in the sewers, the High Fashion achievement and the Completionist achievement both unlocked for me. No need to replay the ending sequence or mess with saves or anything.

The stats screen says I'm at 38 tasks. I checked my list against the list here, and I have them all. Steal the Bank is the only one that's active, but I've done that one 3 times now.

@CannonBall3212 - Hard quit the game (guide button, press start on the game title, "Quit Game") and reload to fix the menu scrolling glitch. I noticed after opening the tasks window a few times, it'd be super slow, then totally stop scrolling all together. Quitting/reloaded usually fixed it for me. Although the freeze kept coming back after a few more opening/scrolling things in a new instance.

Yeah i had the same thing happen gotta do a new playthru, which im about to start mine said 7/8 all were bouncing in there i think you cant deliver them all at once thats what i did and it seemed not to register one. had everything else done and that wanted to glitch make me loose two achivos cause developers love putting out glitched games

Tasks are all of the quests in the game, both main and side quests. Aside from beating the game, there are a ton of side quests to complete. The following link does a great job of summarizing them all and showing screenshots of where each quest giver is and what you need to do, since this game for some reason doesn't mark anything on your map.
