This achievement is story related, Uncle Rigsby is the fourth boss in the main story and can be found in the cryptic crypt after building the bridge to cross the gap (this is near the end of the game).
He spawns other enemies to kill but can be easily defeated if turning on God mode in the accessibility settings. Simply shoot both of his arms off and then go for the crosshair on his chest to defeat him and continue.

This is the fourth boss of the game, and is located by first buying the bridge from the Dark Web after triggering it at its use location. Head up into the courtyard where the fountain is, then through the third boss area into the crypts. Proceed through the hallways to find a pumpkin NPC with a quest by a gap. Talk to him to trigger the bridge to spawn at the Dark Web. Buy it in the hub, then return to this place to use it. Head through to reach this boss fight.
This boss is slightly different than the previous three. It has two arms and a main body you need to hit, and as far as I can tell, there's no way to hit the body with a melee weapon. Each time you destroy a hand, it will chase and attack you while you fight the body. There are also enemies spawning around too, making this pretty hectic.
